DEMANDS AND SUGGESTIONS SUBMITTED BY THE CSAD, CHENNAI

Representation submitted by CENTRAL STAFF ASSOCIATION OF DGE&T (NON-SECRETARIAT), CHENNAI- (Affiliated to Central government employees and workers’ Federation)

OFFICES/ Institutions:

1.       Central Training Institute for Instructors, Chennai-32
2.       Advanced Training institute, Chennai-32
3.       Regional Directorate of Apprenticeship Training
4.       Model Industrial Institute, Calicut.

Above offices function under Ministry of Labour and Employment, Directorate General of Employment and Training.

Our main demands:-

MINISTERIAL STAFF:

                The LDC s of these offices are entrusted with higher responsibilities of official work as the number of ministerial staff are inadequate following the staff size reduction initiative taken by the Government. Therefore, as demanded by many associations, we too demand merger of LDC posts with UDC posts.

                Fifth Pay commission anomaly in the ministerial cadre is not yet solved by this dept. The merger of Head Clerk and its equivalent posts are took place in all govt. offices throughout India. But our dept despite several representations still not implementing the merger of Head Clerk and its equivalent posts as ruled by the govt. vide Revised pay rules 1997.

                There is no cadre available in between UDC and Assistants in all non secretariat offices whereas in DGET it is continuing against government’s decision.

The post of Office Supdt.  May be given the grade pay of Rs.4600/- to differentiate it from the post of Assistant.

Technical Staff:

                The Vocational Instructor cadre of DGE&T may be given the pay scale of Rs.4800/- at par with the Vocational Teachers of Kendriya Vidyalaya Higher Secondary Schools. The duties and responsibilities of The Vocational Instructors are more than that of Vocational Teachers of Kendriya Vidyalaya.

 In Vocational Rehabilitation Centres, the pay scale of Intake Assistant to be upgraded as the post requires Post Graduate Qualification.

Demands of General Nature:

o   Health Risk Allowance may be given to the MTS staff engaged in sweeping, cleaning and other jobs of polluted environment and hazardous nature.

o   Shoe and leverage allowances may be enhanced.

o   HRA to be raised to 40 % in A1 cities.
o   Services of CGHS to be improved and hassle free services to be ensured.

o   5 MACPS upgradations must be given to all employees.

o   Child Care Leave may be modified as Family Care Leave so as to enable male employees too to get the benefits.

o   Earned Leave encashment limit must be increased from 300 to 400.

o   New pension scheme to be scrapped and old scheme to continue.

o   There should be a minimum difference of Rs. 1000 between two successive grade pays.

o    Annual Increment to be fixed at 5% of basic pay and grade pay.
