DEMANDS AND SUGGESTIONS SUBMITTED BY THE CSAD, CHENNAI

Representation submitted by CENTRAL STAFF ASSOCIATION OF DGE&T (NON-SECRETARIAT), CHENNAI- (Affiliated to Central government employees and workers’ Federation)

OFFICES/ Institutions:

1.       Central Training Institute for Instructors, Chennai-32
2.       Advanced Training institute, Chennai-32
3.       Regional Directorate of Apprenticeship Training
4.       Model Industrial Institute, Calicut.

Above offices function under Ministry of Labour and Employment, Directorate General of Employment and Training.

Our main demands:-

MINISTERIAL STAFF:

                The LDC s of these offices are entrusted with higher responsibilities of official work as the number of ministerial staff are inadequate following the staff size reduction initiative taken by the Government. Therefore, as demanded by many associations, we too demand merger of LDC posts with UDC posts.

                Fifth Pay commission anomaly in the ministerial cadre is not yet solved by this dept. The merger of Head Clerk and its equivalent posts are took place in all govt. offices throughout India. But our dept despite several representations still not implementing the merger of Head Clerk and its equivalent posts as ruled by the govt. vide Revised pay rules 1997.

                There is no cadre available in between UDC and Assistants in all non secretariat offices whereas in DGET it is continuing against government’s decision.

The post of Office Supdt.  May be given the grade pay of Rs.4600/- to differentiate it from the post of Assistant.

Technical Staff:

                The Vocational Instructor cadre of DGE&T may be given the pay scale of Rs.4800/- at par with the Vocational Teachers of Kendriya Vidyalaya Higher Secondary Schools. The duties and responsibilities of The Vocational Instructors are more than that of Vocational Teachers of Kendriya Vidyalaya.

 In Vocational Rehabilitation Centres, the pay scale of Intake Assistant to be upgraded as the post requires Post Graduate Qualification.

Demands of General Nature:

o   Health Risk Allowance may be given to the MTS staff engaged in sweeping, cleaning and other jobs of polluted environment and hazardous nature.

o   Shoe and leverage allowances may be enhanced.

o   HRA to be raised to 40 % in A1 cities.
o   Services of CGHS to be improved and hassle free services to be ensured.

o   5 MACPS upgradations must be given to all employees.

o   Child Care Leave may be modified as Family Care Leave so as to enable male employees too to get the benefits.

o   Earned Leave encashment limit must be increased from 300 to 400.

o   New pension scheme to be scrapped and old scheme to continue.

o   There should be a minimum difference of Rs. 1000 between two successive grade pays.

o    Annual Increment to be fixed at 5% of basic pay and grade pay.

MACP IN PROMOTION HIERARCHY

The decision of the Punjab into account that when the MACP scheme was introduced the recommendations of the 6th Pay Commission were in place and hithertofore concept of pay scale came to be replaced by pay bands and grade pay. 2. Discontinuation of CTS in ATIs and CTI




Resolution of CSAD, Chennai

We would like to convey our strong objections to discontinue the Craftsmen Training Scheme in CTI and ATIs of DGET field institutes, which is against the very basic objective of quality training to Craft Instructor trainees.  

To have real-time practical experience, the instructor trainees need actual training environment of Craftsman training. Realizing this importance, the then DGET authorities decided to introduce MTIs in all ATIs and CTI, in the early 1960s. this important aspect of quality training is undermined by the proposed decision. 

The Model Training Institutes of DGET stand as typical models for Craftsman training and the very poor and weaker section the society are too benefitted by this program.

It could be lauded if the DGET decides to expand the present MTI scheme to a larger level as it would be in the interests of the weaker sections of the society. But the present decision to shut down the MTIs is against the interests of the thousands of odd, poor beneficiaries.

Further your decision will result in reduction of DGET staff throughout the country which is a cause of concern to us.
Once again we stress our point that without real-time practical teaching, quality in Crafts instructor training cannot be achieved.

For the above said reasons, we request you to withdraw the order to discontinue the CTS training scheme in CTI and ATIs.

Our staff association firmly resolves to fight vigorously against the discontinuation of the CTS scheme in the field institutes till we get justice.

14th All India Council Committee meeting, Chennai


The 14th All India Council Committee meeting of Central Staff Association of DGE&T was held at Chennai from 15th - 17th Feb. 2012. The main agenda of the meeting was to oppose the Government’s move to privatize Government Industrial Training institutes by giving autonomous status to National Council for Vocational Training.

The inaugural function of the meeting was held on 15th February 2012 and Shri. S.S. Ramasubbu, M.P. Shri. S.K. Kharvendan, Member, National Commission for Backward Classes, Govt. of India, Dr. R. Rajmohan, National Shipping Board, Shri. Ameer Khan, Shri. A.S. Khan, Shri. M. Duraupandian General Secretary, Confederation of Central Government Employees& Workers, had honoured with their participation in the function.

CSAD association’s Chairman B Ajith, President Shri Smarajit Khan, General Secretary,Shri Samar Ghosa, were also present on the dais. CASD Chennai unit President Mr. N V R Krishnan presided over the function. Shri G Rajan, Secretary of Chennai unit gave a cordial welcome to the guests and gathering present on the occasion.

Shri. S.S. Ramasubbu, M.P outlined the importance of the Vocational training for the development of the nation and praised Central Training Institute, Chennai for its production of well skilled labour for our country’s development. He said that the government’s move to give autonomous status for National Council for Vocational Training without any valid reason will harm the vocational training to poor citizens of India. He assured his possible help for the efforts taken by the CSAD to stall NCVT bill 2012.

Shri. Kharventhan said that by making any successful organization as autonomous is only meant to gain profit and inviting foreigners in our country to take advantage to earn money. He gave his assurance to support the cause of the movement for stopping the NCVT Bill 2012 to give it autonomous status.

Shri M. Duraipandian said that making an organization as autonomous is nothing but a part of privatization by policy of the government with intention to withdraw the government’s social obligation. He also raised issues about the Pension Regulatory Bill and anti employees policy of the government.
Fifty three delegates from different cities like Mumbai, Kolkata, Hyderabad, Bangalore, Dehradun, Bhubaneswar attended the business session held on 16th and 17th of Feb. 2012.

CENTRAL STAFF ASSOCIATION OF DGE&T (NON-SECRETARIAT),

Sub: Request for Uniform Promotional Scale for Upper Division Clerks of DGE&T, Ministry of Labour and Employment, Govt. of India

The Upper Division Clerks of the field Institutes which function under Directorate General of Employment & Training, Ministry of Labour and Employment, Govt. of India are deprived of their promotional opportunities due to the anomaly in the Recruitment Rules for the post of Office Superintendent.

The UDCs of Coaching cum Guidance Centre for SC/STs, Vocational Rehabili tation Centre, Which also function under Directorate General of Employment & Training, Ministry of Labour and Employment, Govt. of India get the post Office Superintendent in the pay scale of Rs. 5,500/- to 9,000/- after completion of 10 years of regular service. In case of non-availability of the promotional post, the UDCs get ACP in the same scale (Vide notification no. DGE&T –A-12018(2)/83-EE.III. G.S.R. NO.384 dated 16.05.87)

The UDCs of Small Industries Service Institute, Ministry of Small Scale Industries and Light House Dept. Ministry of Shipping and Surface Transport also enjoy the same promotional opportunities as mentioned above vide their gazette notification no. 2723.

In both the cases mentioned above, the duties and responsibilities of UDCs and Office Superintendents are similar to the UDCs of DGE&T field institutes. But the UDCs of ATI, CTI, RDAT which are field institutes of DGE&T are deprived to get promoted as Office Superintendents. To remove this anomaly, the Recruitment rules are to be amended suitably and the intermittent posts of Hostel Superintendent/Accountant/Internal Auditor are to be upgraded to the pay scale of Rs. 5,500/- to 9,000/-.

The posts of Office Superintendents lie vacant in many of the DGE&T field institutes due to this lacuna in the RR and deputations are offered though competent personnel are available within the dept.

It is the need of the hour for the pay commission to remove such anomalies by its recommendations for uniform recruitment rules for similar posts.
