Sub: Request for Uniform Promotional Scale for Upper Division Clerks of DGE&T, Ministry of Labour and Employment, Govt. of India

The Upper Division Clerks of the field Institutes which function under Directorate General of Employment & Training, Ministry of Labour and Employment, Govt. of India are deprived of their promotional opportunities due to the anomaly in the Recruitment Rules for the post of Office Superintendent.

The UDCs of Coaching cum Guidance Centre for SC/STs, Vocational Rehabili tation Centre, Which also function under Directorate General of Employment & Training, Ministry of Labour and Employment, Govt. of India get the post Office Superintendent in the pay scale of Rs. 5,500/- to 9,000/- after completion of 10 years of regular service. In case of non-availability of the promotional post, the UDCs get ACP in the same scale (Vide notification no. DGE&T –A-12018(2)/83-EE.III. G.S.R. NO.384 dated 16.05.87)

The UDCs of Small Industries Service Institute, Ministry of Small Scale Industries and Light House Dept. Ministry of Shipping and Surface Transport also enjoy the same promotional opportunities as mentioned above vide their gazette notification no. 2723.

In both the cases mentioned above, the duties and responsibilities of UDCs and Office Superintendents are similar to the UDCs of DGE&T field institutes. But the UDCs of ATI, CTI, RDAT which are field institutes of DGE&T are deprived to get promoted as Office Superintendents. To remove this anomaly, the Recruitment rules are to be amended suitably and the intermittent posts of Hostel Superintendent/Accountant/Internal Auditor are to be upgraded to the pay scale of Rs. 5,500/- to 9,000/-.

The posts of Office Superintendents lie vacant in many of the DGE&T field institutes due to this lacuna in the RR and deputations are offered though competent personnel are available within the dept.

It is the need of the hour for the pay commission to remove such anomalies by its recommendations for uniform recruitment rules for similar posts.
